A little background!
SO before we get into how they develop and why they are the way they are, let me give you some background about serial killers. Around the 1970s psychologists started studying serial killers and from that time to now, they came up with 4 different types of serial killers. Thrill seekers, visionaries, mission orientated, and power/control. All 4 of those types have very specific factors that set them apart.
How serial killers develop!
Although there isn’t one simple answer, there are some things that are running themes within serial killers. The first, is most serial killers have childhood trauma, their family could have been sexually, emotionally, or physically abused toward them. Next, these specific genetics MAOA and CHD13 have been what a lot of people think is to blame for why serial killers kill BUT, in actuality it’s not really possible for there to be a gene that makes you gruesomely murder others. ALTHOUGH these genes don't have concrete evidence for killing people, there has been some evidence as to those genes cause one to be antisocial or aggressive which could lead to violent actions.
Why do serial killers kill people?
Hmm the big why do serial killers actually kill people? While to be bluntly honest it is not that exciting but since you’re already here mine as well read the bullet points and maybe you’ll find them more interesting :).

-thrill seeking
